The Constitution, a vibrant, living document, has been evolving and maturing for over 200 years. It is now being corrupted, eroded, ignored and our form of government is morphing at a rapid rate that is beneath the public's awareness. Contributing to this condition are: obfuscations and misleading by the Executive Branch of our government with the collusion of the Legislative branch, the abject failure of the fourth estate to alert and inform the populace.
The Constitution and the Nation are in crisis! The Bush Administration has effectively destroyed key provisions of the Constitution, the law of the land, including our right to privacy, freedom from unwarranted search and seizure, the balance of powers among the three branches of government, and habeas corpus.
The Constitutional Convention Initiative is designed to restore the Constitution's integrity. When the patriot's gathered as We the People to form a "more perfect Union", it was in response to the King's arbitrary wielding of power and to develop a government that was responsive to the people and their needs. Today, the people find themselves in a very similar position. This is a matter of concern for all citizens of the United States; it is a concern independent of party affiliation, race, ethnicity or any other distinguishing characteristic; it is the concern of WE THE PEOPLE!
MISSION STATEMENT
The Constitutional Convention Initiative is a project that will elevate the awareness of the citizen's of the United States that their Constitution and their form of government are in severe danger. The Initiative is designed to promote the preservation of the Constitution and a government "of the people, by the people, for the people". To these ends the goals of the Initiative are:
OUTLINE OF THE INITIATIVE
The Initiative will be a project that will run continuously until "Super Tuesday", February 12, 2008. It will use the following elements:
1. KucinichTV.com -- this web page will be a source of information, a vehicle for two-way communication, live video streaming .
2. Events that will be facilitated include: Town Hall Meetings; National Forums; Interviews with key people, e.g., legislators, opinion leaders, dignitaries, etc.; Panels of citizens sharing knowledge, discussion and debate.
3. Availability of programs on DVD and saved video for distribution to Public Access television stations, PEG, other media outlets, local groups.
CONSTITUTIONAL CONVENTION
A Convention will be convened in the first week of February 2008. It will not be an Article V convention. The purpose of the convention is to bring together representatives of the 50 states, the District of Columbia and the territories to deliberate and agree on appropriate and needed action steps to restore, "preserve, protect and defend" the Constitution.
The site of this Convention is yet to be determined. Possible locations include; Philadelphia, DC and San Francisco.
The Delegates to the Convention will be selected locally. Each State, DC and Territory will be responsible for credentialing its delegate(s). If more than one delegation from a political entity appears at the Convention, a Convention Credentialing Committee will make the determination with regard to seating.
Each political entity will be encouraged to present a position paper prior to the Convention for advance distribution to Convention delegations.
The Convention will be held on two consecutive days in February 2008.
Day One: Devoted to Issues, e.g., impeachment, privacy, funding of elections, role of wealth in government [lobbying, PACs, candidates].
The issues will be derived from the position papers submitted. Issue groups will run concurrently and the opportunity to participate in several groups will be available by scheduling repeats throughout the day. Each sub-group will submit a report at the end of Day One, which will include framed Resolutions for consideration by the Convention delegates.
Day Two: The Convention will convene as a Committee of the Whole. There will be a structured agenda:
1. Resolutions will be considered and votes taken.
2. Consideration of additional issues and Resolutions that emerge.
3. Framing of White Paper and election of delegates to write a final version of the White Paper
If indicated in the judgment of the delegates, this effort will continue, possibly culminating in an Article V convention.
